Kootenai Heritage Council (KHC) The Council is a community-based organization that promotes culture, education, social and economic well-being through all forms of artistic activities in Lincoln County, MT KHC manages and operates the Libby Memorial Center. KHC does not receive tax funding and is operated by an all-volunteer Board of Directors and local volunteers, providing a resource for community events and a venue to promote performing arts.
